Marriages of Politics to Industry

One of the most “dissertation-like” histories in this field of research, Matthew Ware Coulter’s Senate Munitions Inquiry is very academic in its approach. Correspondingly, it tries to set the record straight on historians that have been too far left or too far right concerning the principles of Nye and Roosevelt, and Vandenberg, Homer T. Bone, and Clark of Missouri. Despite a lack of personality or any narrative scenes in the writing, of course the book is helpful. Coulter has poured over the impact of “the Nye Committee” enough to know that it's erroneously called by that name.
He also points out that FDR vacillated on that political issue as much as he could on any other based on political expedience. In 1934, Vice President Garner and Roosevelt considered the investigation a review only, therefore a reconsideration of any war profits made by the Du Ponts (du Ponts, DuPonts) and J.P. Morgan, among others including Charles Schwab, and any second guessing as to the motives of Woodrow Wilson and his administration, including Robert Lansing and Edward House. Surprisingly, Lansing does seem like an important player here, not a pariah in Wilson’s hierarchy. Because of the Liberty League, the Du Ponts were FDR’s nemesis, and so he and Nye were in agreement on whom to question and implicate. But as the inquiry moved on and Italy invaded Ethiopia and another election cycle emerged, Roosevelt had to change his tone based on the potential that munitions would not just be a historical issue from the Wilson years.
Dorothy Detzer, because of her work in an inquiry that would be mis-labeled as overly-isolationist after Pearl Harbor, is an important figure neglected by feminists and historians overall. Nye was always thorough, and sharp to counter challenges during face-offs, and is in Detzer’s boat for being part of a movement that was to become unfashionable, if unpatriotic or pro-Fascist. And although the Du Ponts and the Morgan conglomerate were clearly the beneficiaries if not the instigators of moves toward war, even they were to be mollified as “merchants” because the war industry was found to be to widespread and too random for any Americans to control.
